The government knew of their infamous schemes but were always a million steps behind, failing to put them on a leash. Wang Yibo had bound himself to Chen Qing Ling with the understanding of what he was getting into. It's a path most would not choose, however, the decision itself was easily made for reasons only Yibo himself could fathom.
