Summary
Thousands of years ago Dragons came together to perform a huge and complex spell to give their descendants human form. This way their children and those that came later could hide in plain sight among humans. The sacrifice needed, were the females, there are no more female dragons. The remaining males can only achieve their dragon form by saving their soul mates.
