It had taken a lot of hard work to make it where you are now, and it was worth every terrifying moment. You were promoted to the Head Researcher of the SCP Foundation's newest division: Division 20. But now wasn't the time to celebrate, you were in charge of researching the three SCPs currently in confinement along with any others the Foundation decided to send your way. Not to mention the researchers below you are in charge of never seem to listen to you, at least the officers do (somewhat).
Perhaps new researchers were needed...

When something in a world happens and it's not suppose to happen at all, the slate is wiped clean. The fates scramble to bring balance back to the world by any means necessary. Even bringing someone into the world that doesn't belong. But even the fates won't know if this person will bring the world back on track or to total destruction until the gears are already set in motion and can no longer be taken out.
"Mommy... Why does the older phoenix have to go away?"
"It is so the new phoenix can have the strength to protect themself and the ones they hold close."
"Why are you crying Mommy?"
"Because sweet one... I remembered something I know is going to happen whether I want it too or not."
"It'll be okay! I'll protect you!"
"... Thank you little storm cloud."

You can't be a hero, they said
you're useless, they said
when one is pushed down all their life, the logical course of action would be to give up. And Izuku was so god damn close to doing so. But he didn't. For better or worse (worse, a lot might say, and Izuku might even agree, thought he could never quite bring himself to regret it) his life changed.
So, Izuku looked back to all the people who told him he was useless, to the fate that seemed to agree that he would never be a hero.
He showed fate the middle finger and did it anyway

After the emergence of quirks, the official definition of 'vigilante' changed to match it.
"Vigilante: Someone who illegally uses their quirk to fight villains without a hero license."
...So, then, wouldn’t it technically not be illegal if you didn’t have a quirk?

For most people, waking up in the secret base of one of Japan's most wanted vigilantes would probably be terrifying. For Shouto Todoroki it ends up being first stroke of luck he's ever had. Black Rabbit is nothing like the rumors and ends up being his first real friend. For once in his life Todoroki feels like someone actually cares about and supports him, Black rabbit going as far as to get him a new identity so he wouldn't have to go back to Endeavor. It also helps that, on top of being the embodiment of sunshine personality wise, under the mask Black Rabbit is the gosh darn cutest boy Todoroki has ever laid eyes on.
Izuku Midoriya is the vigilante known as Black Rabbit. Pros all over Japan have tried to catch him but all have failed. Nothing is known about him and he's been doing this for years, living in his secret base alone. He never had a friend until he rescued Todoroki. It's a relief and a blessing to finally have someone who knows him out of the mask and likes him as a person. There's a personal connection and closeness between them that he's never had before and he'll follow it as far as it takes him.
Now if they can only keep their respective identities a secret while attending UA

Izuku needed to think of some excuse besides, “I run around dressed like a green space bunny in order to illegally fight crime without a quirk” to explain why he was buying all of this.
It was scary, how similar cosplay was to vigilantism.
