Garrett’s a merman who gets saved by Aro who found him too far on the beach to flop back to the sea. For the time being, he keeps the fish dude in the bath-tub since going back to the sea would be a bit too dangerous. Not to mention that it was pirate territory as well and much too dangerous for any merfolk to swim into.
