Aizawa assigned Tokoyami, Bakugou, and Shinsou to play as the villains in the end year exam against the rest of the class.
Aizawa accounted for Bakugou's rage, Shinsou's asshole tendencies, and Tokoyami's self-esteem.

Summary
When quirks became more powerful the world adapted quickly, learning to fear the powerful. The government became oppressive, those who’s quirks were powerful and uncontrollable where taken. Those who’s quirks weren’t powerful enough to be taken were forced into restraints, silencing their quirks. Everyone else got off scotch free, those with simple quirks didn’t have to worry about being kidnapped by the government in the middle of the night. Some people came submissively, hoping for a release of a power they could not control. They found death instead. Others went into hiding, preparing for they day that they would fight back and win. It was only a matter of time, right? They just had to wait for the right people.

UA was the chance for the long lasting argument to finally be settled, who was a better hero. Well it’s kinda hard to tell who’s better if one of them has quirk restraints clamped around theirs wrists. And there’s no fucking way Bakugou is wearing the restraints. In fact why should anybody ever have to wear them?
